Ukrainian Academician Joins Editorial Board of Prestigious ABS Journal

In the contemporary world, science plays an indispensable role in guiding humanity's path. Even amid intricate challenges, such as military conflicts, Ukrainian scientists persistently exhibit unwavering determination, a profound commitment to advancing knowledge, and they consistently contribute significantly to its progress.
Our Academician Oleg Maltsev joins the International Editorial Advisory Board of American Behavioral Scientist Journal. We are proud to announce a remarkable achievement within Ukrainian science. For the very first time, a distinguished Ukrainian has been appointed to the editorial board of one of the most esteemed and influential journals, American Behavioral Scientist (ABS), recognized as a Quartile 1 (Q1)* publication.
(*Quartile (referred to as Q) signifies a specific ranking denoting a journal's significance and impact within the context of a scientometric database, in this instance, Scopus. A Q1 rating signifies the highest-ranking journals in a particular category or field).

ABS journal included Dr. Oleg Maltsev as a valued member of the International Editorial Advisory Board of American Behavioral Scientist. Maltsev is the Presidium member and Academician of the European Academy of Sciences of Ukraine. He serves as the Director of the Memory Institute and is the Head of the Odessa Regional Branch of the Ukrainian Academy of Sciences.
American Behavioral Scientist holds a distinguished position among SAGE Publishing's leading journals, earning international acclaim in the field of scientific publishing. Presently, SAGE Publishing stands as one of the foremost publishing firms specializing in scientific literature, boasting a repertoire of over 1000 scientific journals spanning various fields and an annual publication of more than 800 books. These publications encompass encyclopedias, textbooks, and reference materials. It is indisputable that virtually every academic professional has come across and made use of materials published by this esteemed publishing house in the course of their research pursuits.
American Behavioral Scientist was founded in 1957 by the eminent political scientist and writer Alfred de Grazia, and has served as a venerable repository of scholarly knowledge within the social and behavioral sciences for over five decades. This journal has consistently served as a pivotal source of information for the global community of scientists, researchers, professionals, and students, delivering comprehensive perspectives on compelling contemporary themes within the social and behavioral sciences. The appointment to the editorial board of such a prestigious publication signifies not only a distinct honor but also entails a profound responsibility—a responsibility that Oleg Maltsev has willingly and proudly assumed.
As Costantino Slobodyanyuk, Presidium Member of EUASU and Head of the Strategic council of the Information Security Institute, aptly noted, this development marks a significant milestone in Ukrainian science. Given Maltsev's pivotal role in EUASU management in CIS region, his appointment as a member of the international advisory board at ABS Journal not only presents new valuable opportunities for Ukrainian scientists but also enables them to establish meaningful connections with American and global scientific communities.
For numerous years, Oleg Maltsev has been a steadfast advocate for the prestige of Ukrainian science on the global stage. His invaluable contributions to the advancement of science carry immeasurable significance, particularly in the present historical context, where fortifying Ukraine's connections with the global scientific community holds paramount importance.
Moreover, his influence extends beyond the confines of academic circles. Under his leadership, practical methodologies have been developed that have been actively employed by individuals and corporations across the globe. Today, these techniques are more critical than ever on Ukrainian territory, and as shared by many they are indispensable tools for upholding dignity and performing, even amid the challenges of war.
In March 2023, the scientific community witnessed a momentous event—a special edition of American Behavioral Scientist titled "War in Ukraine," exclusively dedicated to the ongoing conflict in Ukraine.
This issue was expertly curated by Harvey Wolf Kushner, an internationally recognized expert on terrorism and Chairman of the Criminal Justice Department and a Professor of Criminal Justice at LIU Post, Brookville, New York.
Within this issue, amongst several articles, Dr. Maltsev contributed several that offer a compelling exploration of the most pressing issues and events currently unfolding in Ukraine. Notably, his article titled "Does Ukraine have the right to be an EU Member" unequivocally affirms Ukraine's eligibility for European Union membership. Maltsev substantiates this claim by referencing the findings of two scientific expeditions, which underscore Ukraine's historical, economic, and cultural inseparability from Europe. The only remaining hurdle, as posited in the article, is a vote within the European Parliament.
Furthermore, the issue encompasses other thought-provoking articles, including "War Crimes: Their Nature and Parameters," and "The Impact of Russian Military Aggression on the Psychological Health of Ukrainian Youth," co-authored by Prof. Vitalii Lunov, Prof. Olga Lytvynenko, and Dr. Liudmila Zlatova. This comprehensive issue also features contributions from prominent Ukrainian scientists, each addressing critical themes.
This particular issue left a profound impact on colleagues from both sides of the Atlantic, serving as a compelling showcase of the unwavering resilience and courage exemplified by Ukrainian academics. Nevertheless, the pursuit of knowledge remains ceaseless, with a multitude of ongoing research endeavors poised to yield results in the immediate future.

It is worth emphasizing that even in the face of the challenging circumstances resulting from military operations on Ukrainian soil, Maltsev, in collaboration with his colleagues, remains dedicated to their work within their homeland. Presently, his primary scientific endeavors remain centered on research that is both scholarly and practically oriented, contributing significantly to the betterment of Ukrainian society. Of particular significance is Oleg Maltsev's noteworthy contribution to the development and unwavering support of the extensive EUASU Academy community, a commitment that holds exceptional importance in the current climate more than ever before.
At the same time, in collaboration with our highly esteemed member and a good friend, Professor Harvey Kushner, Dr. Oleg Maltsev is actively engaged in an unprecedented criminological project—a work that Kushner anticipates will hold pivotal importance for the future of the West.
